Okay, I attached your answers that told me all the terminals had voltage.

Still, only 2 should have voltage, not 3.

I understand. Tracing electrical takes time and you need the experience to determine the issue.

Ask the shops if they can do electrical work. Some will say yes and some will say no. Check with them first.

But I was thinking if I install a switch for fan to turn on would it effect anything?

The reason the ECM cannot see it is the wiring issue, not the computer. If you replace it, the same issue will be present.

They said something that it’s not getting the ground, but if I put a switch to make them go on for now would damage anything?

With a shorted wiring harness, it will not work. You may cause more damage.

You would need to run separate wires from a switch to the fans themselves. Do not use the existing harness. You would need a fused power wire to the switch and then run a wire to the fan. You will also need a ground for the fan motor as well. The second wire in the connector is the ground.

Correct. The ECM cannot ground a wire without a signal from the wire.

There is harness damage as I have stated many times. Somewhere in the harness the wires are damaged either shorted together giving power where they should not and some are broken not sending power where needed.
