It looks like the gauge is having an issue, I would drive it for a while to see if the speedo starts to act normal. This can happen when the battery is disconnected and then reconnected.

Actually it does act normal only sometimes while I was driving though so could it be just a fuse? Sensor or a relay? :/

Nope that is a gauge issue no relay or fuse will change that. You can try a used cluster.
