have replaced light and dimmer switch. still no power to dash lights. blue red wire now has 12 volts, pink black wire has 0 volts. what do you suggest?

Lets look at the bulbs to see if they are good when you say some lights light up which ones? Can you upload a piture? Here are the cluster lighting wiring diagrams so you can see how the system works:
This guide will help you see where you loose power be sure to check the grounds as well.

tried to bring up images but are very unclear one question is the black pink strip wire the ground if so it is open

I have disconnected the plug ins to the speedometer unit, I have no power to the red/ blue wire which should be the power source to the lights on dash. rechecked fuses all are good ground is good. What next? I am am not sure.

It looks like the headlight switch is bad then. I would replace it. Fuse #11 is good correct? Check out the diagrams (below). Please let us know what you find.
