Hi saturntech9, I forgot to update you about what was wrong with my truck. It turns out that the ground wire to my ecm was corroded and provided groungd intermittently. I replaced the wire and the problem dissappeared. Thanks again and I hope this helps anybody with a similar problem.

The correct fuel pressure for that truck is 38 to 42 PSI with the engine off.
