Wrong pin code

Unfortunately, this is something that the dealer would need to generate. We don't have the ability to generate these codes as it requires an OEM scan tool to program it and you need access to the OEM website to get the correct code. I attached a TSB that explains it in more detail.

The OEM does this so that people cannot get a VIN off of some vehicle that does not belong to them and then request a website like this to get the code and you can gain access to the vehicle or steal it. Basically the dealer will be able to prove ownership and we are not able to do that.

The first pin code (232017) was confirmed the correct pin code.
But I don't know why on trying to program the vehicle listed above it keeps displaying wrong pin code on the programming tool.
(Notice:the smart key unit/pdm has already been replaced)
Please help.

Is there a history to this vehicle? In other words, what was the original issue or what were you trying to do when this issue started?

I attached the information about this system. As you will see there is a PIN that goes with the vehicle no matter what parts are changed. The only thing I am wondering is if there have been other changes made to this vehicle that has caused the PIN to change.

History:

I can't find immobilizer unit after removing the instrument cluster as ALLDATA displayed the location:or could it be different from other models or is that the immobilizer function is embedded in some other kind of system?
These are the the history of the car and my observation so far:
The car was towed,rear bumper was loosed rear antenna was disconnected ( which I reconnected),the smart key/pdm unit was replaced with a used one.l got a new fob key to program.
The first pin( 232017) was displaying: wrong pin.after inputting more than 3 times the immobilizer lock down.i have to wait for several days for immobilizer to unlock
On coming back.it was displaying no communication with vehicle ECU, leaving it for some days;
On coming back to the car I then replaced the ECU main relay(inside engine room fuse box)with another relay. inputting the pin it didn't display"no communication with vehicle ECU" rather "wrong pin" I tried it again with second pin (091872)still the same thing ' wrong pin"I then have to use a used fob key( in order not to damage the new one) .1st and 2nd attempt it still displays "wrong pin"
Why is it displaying the " wrong pin"?

Just to be clear, the SMK and PDM are used? So they have already been learned with a different PIN information.

When you replace the SMK and you have the PDM and smart FOB that have the same pin, you can program the third to match with this pin. However, when you install one that has a different pin already learned and you input this pin, it is different and will display wrong pin.

Please review the attached document. It clearly states that when one of these three items is replaced, the other two are to be programmed with the same pin.
