Upon entering the vehicle, inserting key and attempting to start I am met with silence. I wiggle the gearshift nothing, again nothing. Sometimes it starts the first or second time sometimes I have to try seven or eight times. It does the same in neutral as in park.

My engine will crank but will not turn over. I had the coils/spark plugs replaced 3 years ago. could it be that again?

"Crank" and "turn over" are the same thing. Does it or doesn't it? The ignition coils and spark plugs don't have anything to do with cranking the engine, and all of the spark plugs would not fail at the same time. One bad one can cause a misfire while the engine is running. Don't know which engine you have so I don't know if you have one ignition coil, a coil pack, or multiple individual coils. If you have only one coil, that can cause a no-start condition but the engine will crank just fine. If you have individual coils, like the spark plugs, they won't all fail at the same time.

It will crank but will not start up. It is a 2.4 L 16 Valve 02 ES. I belive it is a coil pack - that is what was replaced 3 years ago.

That's not how we diagnose problems. If it's as easy as assuming it's the same part, all you have to do is buy one and stick it on the engine.

There's at least two dozen parts that can cause a no-start condition. First you have to determine if there is spark, then fuel pressure. If both are missing, you have to look at the things they have in common such as the Engine Computer, crankshaft position sensor, camshaft position sensor, timing belt or chain, all the electrical wires, connectors, and relays, etc. The things that are in common are mostly monitored by the computer which will set a diagnostic fault code when it detects a problem. Most of the time that will cause the Check Engine light to turn on, but there are a lot of codes that do not turn the light on.

The first step is to check for spark, fuel pressure, and fault codes.

my galant will intermediately not will not turn over. I've had a new starter put in about 8 months ago. New o2 censors. It will run fine for a while then for no reason will hesitate in staring, then eventually not turn over. No rhyme or reason. Could this be in the ignition?

If the starter cannot crank, it can be one of many reasons.
Starter, ignition switch (or it circuitry), starter relay, battery, (or terminals and connections) and security system.

This occurred once every few months, however, yesterday, it happens four out of five times cranking the car. I put the key in the ignition and nothing happens. No engine noise at all. The lights and door sounds are heard, therefore, i don't believe it is the battery. To get the car to start, I have to shift into neutral and let the car roll a little. If I crank it while it is rolling, it starts right up. Once the car is started, it runs fine. No check engine light has came on to help determine the problem. I believe it's my starter going bad. What do you think?

It could be a bad starter. You would have to verify power on the small trigger wire when the key is held in start when the problem is present.

Sounds like the battery or cables. A nuetral or clutch switch provides the starter relay to work. Turn on the headlights, try and crank it, if they die, battery or connections from or to car, if they don't change at all it may be the switch, if just erratic, its still a cable, terminal, or battery, the car needs a good battery before any basic charging or starting problem can be tested. Hope this helps you, I liked this car and worked with hundreds. Be careful working around the battery. With no good voltage supply, the check engine should come on, its normal.

I just got a car from my brother and he said the only thing wrong is a blown head , a spark plug , and the tire. The car does not turn over so i have to tow it, but if i get the car jumped it will. the lights stay on long enough to tow about thirteen minutes? If i replace the head , head gasket and spark plug will the car start? What other problems might this car have and what can i do to ensure longevity ?

if you charge it by jumping for a few minutes then reset security system it may start on its own. you wold need to charge for at least twenty minutes for lights to work to tow as there would be no brake lights, towing in daytime or a flat bed is best. See link for security reset.
