Will not start

Bought the car from a friend, the wiring is crazy! Dude has wires to what looks like another ignition with built in key. But it will not click over to even try to kick. I have pictures. I need help SOS!

First I would check all fuses to see if any are blown. If anything checks out. Here is a wiring diagram to the ignition switch so you can double check the wiring:
