There are two wires on the starter. The larger one must have twelve volts all the time. It is the smaller one that gets twelve volts switched onto it to activate the starter. That comes through the ignition switch, then the neutral safety switch. There is no starter relay to carry the high current for that starter solenoid, so burned switches can be expected. You will need to get to one of those switches to take voltage readings. At the ignition switch, twelve volts should be on the white/green wire. It should show up on the black/red wire when in the "crank" position.

At the neutral safety switch, the twelve volts from the ignition switch shows up on that black/red wire, then, in "neutral" or "park", it should be on the black/yellow wire. That is the smaller wire on the starter solenoid.
