shift gears the handle moves but the cable on the transmission does not move?

Okay, first off, the shift cable popped off and was put back on but wouldn't go in park well would register in park so wouldn't shut off wiggle shifter and it would shut off but now to start it, it would be hit or miss if it would now it won't at all. I went outside and put it in park manually and it registered park but won't start now and when I try and shift gears the handle moves but the cable on the transmission don't move at all now so what happened.
