Transmission will not shift out of park

Just to be sure we are on the same page. the vehicle will shift out of park but when it does it is in limp mode?

Or does the vehicle never shift out of park?

Either way the place to start is checking for codes and find out what is there as it is likely posting a code in the TCM or PCM about what is happening.
