Engine cranks but will not start

International Turbo Diesel truck 2006 Navistar Max Force engine Vt275 crank but won't run. Replaced two new batteries. Checked for fuel delivering to the fuel pump and show enough pressure all gauges are working well.
I will really appreciate any help.

Unfortunately, we don't have a manual on this vehicle as it is a large commercial vehicle, and they don't provide that in All Data online manual. So that means we are going to have to apply basic diesel engine diagnostic tactics in order to figure this out.

So that means we need to start with checking to see if this is fuel related by using ether in the intake and see if the engine fires.

If it doesn't then we need to check the compression.

Basically, if we have compression and fuel the engine should fire.

So that means we need to start with these two items and find out what we have and go from there.
