Won't pass smog in CA running rich.

Has no power, hard starts hot and cold,failed smog tech said running rich. Can't afford to take it in. Can i adjust the A/F mixture somehow to pass smog?

An 86 is awhile ago for me. Is it fuel injected or does it have a carb?
