Wipers work when they want to. I changed the motor and wiper handle. I hear clicks but wont work. Why?

Hello,
It sounds like you have a high/low relay that is not working right. To be sure here is a guide to help you test the relay and the wiper wiring diagrams so you can see how the system works with the relay locations as well:
