Wipers not working

Is it possible for you to upload a video so I can see what is happening? To be honest, if you replaced the motor and it is getting power (12 volts), you may have a ground issue.

Check to see if there is 12 volts going to the motor. Also, make sure the ground is good or even make a new one.
