They will not work on intermittent or low. They work fine on high. Are there fuses and relays that would allow one speed to work and not all? If so, where are they? Do I need to take my turn signal, wiper lever apart?

this can be your t/s switch or a relay or the gem module. you have to test each one before removal and gem module needs to be scanned with a scanner which auto parts can't do.check the two relays in pic although I think it may be the switch or gem module.
