Windshield Wipers Not Working?

Wipers just stopped working while they were on. Checked what I think is the fuse for them, looked and tested to be good. Not sure what the problem could be.

On the left side of the dash there is a fuse panel please check fuses# 24, 27, and 1. here is a guide to help you with the wiper wiring diagrams in the images below so you can see how the wiper system works.
