Windshield wipers not working, there is a clicking noise?

Whenever i go to use the front windshield wipers no windshield wiper fluid comes out and the wipers themselves make this horrible "clicking" noise. how would i possibly fix this?

These are two separate problems, first it sounds like the washer motor needs to be replaced and then the wiper motor here is how in the images below. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.
