Windshield wipers not returning to the down poition?

When I turn of the wiper they stay straight up and don't return to the down position. I need this fixed to pass state inspection. Any idea what the problem is and what it would cost to be fixed by a professional mechanic?

Do the wipers start in the upright position? If so, it sounds like the arm on the wiper motor is 180 degrees off. A mechanic will charge about 1.5 hours or less to fix it plus parts if any. Here is what it should look like. If it looks like this then the wiper motor will need to be replaced. Check out the images (below). Please upload pictures or videos of the problem so we can see what's going on.
