Windshield wipers do not work

(intermittent/low/high) however by pushing the wiper fluid button the wipers function.

Is this a switch issue?

Seemingly isn't wiper blade motor considering the functionality works...just compromised.

Honestly, it could be a switch issue, but I have a feeling it is related to the wiper relay. Take a look at pic 1. I need you to check that relay. You can switch it with another one having the same part number or here is a link that explains how to check one:

Pic 2 shows the fuse / relay box under the hood. I highlighted the two relays related to the possible issue.
