will not start when temp is cold

truck wont start without spraying it when temp is cold. starts after a couple tries in warm weather. bought vehicle not running and have rebuilt engine, replaced fuel pump, fuel filter, and all injectors. vehicle starts right up after spraying with carb cleaner. will start rest of day if not left sitting too long. previous owner had this same problem. have seen this same problem described on several forums, but no solution. and help would be appreciated. thanks
