will not turn over after replacing water pump

Let me make sure that I have this right, you turn the key and the engine spins, but does not actually start, right?

That is right.

Okay. First thing I would do is check the oil to see if there is any signs of coolant mixing in there. If so, then the cylinder head gaskets are blown, water and oil is mixing, and water got into the cylinders, fouling out spark plugs. Coolant in the oil will look kind of muddy, maybe even like chocolate milk. Hopefully this is not the problem. Let us know.

I didn't see any coolant in the oil.

Ok it's probably not related to the water pump and overheating then. Next thing would be to check for sparks and fuel pressure.

If everything checks out there, then you'll want to look at the spark plugs themselves.
