Whirring noise at thirty nine mph passenger front

I noticed this noise after I got four new tires on my car. Yes, 19,000 and needed new tires. Long story short I did not align my tire after I swapped one tire that bubbled and it messed up all four. Anyways, I replaced the tires (BF Goodrich) and This is when the sound started or at least I first heard it. So first thing I thought would be alignment, so I got it aligned and because of how the front camber is with the type of tires they could only get the camber within .02 of factory on the right side. Does not pull or anything which is good, but I started hearing this whirring sound around forty mph. I hate sounds when driving and especially in a new car. I took it to Fiat and had them check out the suspension and see what what was wrong but said everything was fine and they could not replicate the sound. I left and still hear the sound, awesome. So I took it and got my bearings checked and they are all good which they should on a brand new car. At this point I am stumped. The sound only arises from thirty seven mph to forty one mph at the most. Below and above I do not hear a thing. Any ideas you guys can give me?

Wanted to add that also after the car is warmed up I will hear a similar sound when slowing down. And I am getting really frustrated with this car considering how new it is. Thanks guys!

Hello,

I am wondering if it is the tread pattern on the tires, take your hand and run it over the tread of the tire to see how even it is. If it feels uneven it will make road noise like you are describing.
