whining sound, or somewhat like a whistle

I have a 1999 Plymouth breeze as soon as I turn it on it makes this whining noise when im parked. When I leave and I press on the gas the noise goes higher when im at a stoplight the noise is still there, even makes a sound when I turn the steering wheel. What can cause this?

Ive been told it could be my power steering pump, my ac compressor, my pulleys, and I believe that's it...I plan in fixing this issue by 6/19/14 please someone help

The easiest is to listen next to each of those pulleys with a stethoscope. You can verify one of them is causing the noise by removing the serpentine belt from the crankshaft pulley, then running the engine that just long enough to tell if the noise is gone. The idler pulley bearings cause most of that type of noise but the power steering pump will too if the fluid level is low. The water pump and alternator can do that too, but those are much less common.

So i remove the serpentine belt from the crankshaft pulley and I leave the engine running to see if the noise goes away? Am I understanding this right i just want to be clear

Yup. Your water pump isn't driven by that belt so you can run the engine for quite a while. You won't have power steering and the battery will go dead in about half an hour, but you only need to run the engine long enough to verify the noise is gone. The main thing to watch for is that the belt is removed far enough from the crankshaft pulley that it doesn't get caught up in it.
