Do you have to order the whole hub or is it possible to get just the wheel speed sensor? Or is it just the wiring harness that is bad?

You can get just the wiring if that is what the issue is but if you need the sensor then you need the entire hub. Take a look at the attachments that illustrate both options.
As for what the issue is, that would require some more investigation. Normally the sensor is the issue or the tone wheel is cracked.
