What wires are supposed to go to the ballast resistor

I have the vehicle listed above straight six 258 I purchase. It had a rotted frame so I began the tear down to replace the rotted frame with a new (used) frame. I removed my 258 and replaced the head gasket and cleaned it up. Now I cannot get it to started. I believe I'm hooking the wires up to the ballast resistor wrong.

Are you using fusible link wire?

The wires for the ballast resistor come from the ignition switch and then go to the positive side of the ignition coil.

Why the solenoid?

IGN2 wire goes to electronic throttle( constant power when key is turned on) I TERM &and IGN+ I think hook to one end of ballast resistor. (Only gets power when I engage starter). IGNSYS comes from firewall and hooks to the other end of ballast resistor and also connects to the ignition module. ( only gets power when I engage starter)
Does this sound correct?

No, one side has power from the ignition switch with key on and in start. The other side goes to the module for power.
