There is major play in my steering shaft

What is underneath the rubber boot in the steering shaft? It makes my car shake and veer off to the left and it makes my wheel spontaneously shake and pull to the left. What part is under the rubber boot that I need to replace?

Just above gearbox there is a U-joint is this the location you are describing.

Located above that U-Joint is a rubber garment that seems to have something located underneath. There is so much play centering around that location that it rubs the wheel well when we make a right hand turn.
