What is this long bar leaking? Possible axle?

Can someone tell what part this is in the photo? And what is the black stuff all over it? Note: for some reason the photo loaded upside down.

Could you please take another picture farther away? It looks like it may be the exhaust pipe and have a plastic bag or similar that has melted to it. It will not be an axle as that is a front wheel drive car and this looks like it is midway under the car. About under the drivers seat.
