What is the location and what does the power ac module look like

I was told that 95% of the time that this module is bad when these things happen. Battery goes dead, sounds like the blower is always on, when I pull the blower fuse 10 , the sound doesn't stop, but if I pull the next fuse next to it 11, along with 10 , the blower air goes on full force without a fuse being installed.
