After removing and reinstalling BCM #3, touch screen, radio, and parking assist stopped working?

Check engine light came on. Plugged in my obd2 scanner and there was no power to the socket. In the process of finding the blown fuse for the diagnostic port i pulled out the fuse for the BCM#3.
A lot of servos or motors started making a lot of noise, so I put it back in fast. I found the blown fuse and powered up the diagnostic port. Check engine light is out but touch screen is not working.
I did some research and came across a trick i have used before but didn’t know it was called a capacitor discharge.
It didn’t make things worse, but the touch screen, radio and parking assist are still disabled.
Thats all i did so what happened?
Did i fry the BCM by removing a fuse?

It's possible that removing the fuse did some damage but the only way to know for sure would be to connect a dealer level scan tool and see what it shows in regards to the internal errors that may be in the module. It's possible that pulling the fuse only made the module go stupid and it needs to be reprogrammed to make it operational again. Service information doesn't really show what that fuse does other than battery voltage.
This is the process to reprogram the existing BCM.

To program and setup an existing BCM, perform the following procedure

1. With a scan tool, access the Service Programming System (SPS) and follow the on-screen instructions.
2. On the SPS Supported Controllers screen, select BCM Body Control Module - Programming and follow the on-screen instructions.

Note When performing the Tire Pressure Monitor Sensor Learn during BCM setup, the EL-46079 - Tire Pressure Monitor Diagnostic Tool must be used to activate each tire pressure sensor.

3. On the SPS Supported Controllers screen, select BCM Body Control Module - Setup and follow the on-screen instructions.
4. Check the driver information center display for additional messages regarding further calibration instructions. If there are no additional driver information center instructions present, programming is complete.

If the BCM fails to accept the program, verify all scan tools and BCM connections are secure.
Note: After programming is completed, perform the following to avoid future misdiagnosis:
1. Turn the ignition off for 10 seconds.
2. Open and close the door.
3. Connect the scan tool to the data link connector.
4. Ignition on, engine off.
5. With a scan tool, clear all DTCs from all control modules.
