Engine loses power and shuts off at a stop

When running and come to stop it shuts off. It seems it is losing power also. What could cause to lose power and shut off when you stop?

A plugged catalytic converter can cause a power loss.

As far as the idle, the idle air control (IAC) is what maintains engine idle speed.
