Can I replace the water pump without removing harmonic balancer? Very limited on tools and resources.

Good morning,
No, you cannot. The front cover has to be removed to access the pump and the cover is behind the balancer.
It would be highly recommended to replace the bet since you are at that point. You need to release the belt to remove it.

Okay, thanks. the balancer has been very difficult to remove the bolt is on pretty tight even with an impact it doesn't want to break free.

Yep. They are supposed to be very tight.
Spray it down with some lube and keep working with it.
