water pump

when my car engine is cold, the radiator is always totally full. when I crank it, the level does not go down. I thought the pump would pull it through the bottom hose and up into the engine to circulate until the thermostat opens. Is there something unusual about this ? I'm assuming the pump is working, otherwise the engine would be overheating and be ruined within a matter of only a couple of minutes.
