Washer fluid only sprays in a short 0.5-2 second burst

Just to be clear what is happening, the rear washer is the only one with an issue? It will spray but for a short time? Then when you disconnect the hose it will spray normally? If this is the case where are you disconnecting the hose that it is spraying normally? Take a look at the diagram below.

That is correct, just one 0.5 to 2 second spurt of fluid before stopping entirely. I can get it to do it again, though only after waiting for at least 5 or so seconds. And yes, if I disconnect the hose from the splicer (literally holding the open end of the hose out the door) it seems to have no obvious flow issues. It seems like most think the issue is likely the pump, though I want to rule out any other possibilities as finances are extremely tight.

I circled the approximate location that was originally damaged/ I fixed. If I remember correctly I believe used a brass 3/16 inch barbed splicer adapter, or very close to that size.

This could be a pump issue but we need to rule out a restriction in the line first. When you say you disconnected it and had no issue with flow, was that on the line running to the rear window? Where did you disconnect it? If it was from where you used this splicer to repair the line then that would indicate that is the issue. In other words, if you have good flow prior to this but nothing or very little coming out past that, then we need to use something different to repair this line.

I would suggest using a washer line repair kit. They are readily available on Amazon. The main reason is, you used a line that is 3/16 and these lines are normally 11/16. So I think you are causing to much of a restriction in the line.

Let's try and change that out for a larger splice and see what happens.
