1998 Volvo XC70 Emmissions readout plug

Electrical problem
1998 Volvo XC70 4 cyl All Wheel Drive Automatic 113k miles

There is no power to anything in my center console. The emmissions/code plug, the accessory plugs, the heated seats and the shift indicator lights. I have checked all of the fuses and find no issues there. Not sure where to go next.

Check under the hood fuses and look for fusible link
11A6 for an open. That powers up the fuses for the diagnostic link connector and and seat heater relays and also check fusible link A2 for an open. That one powers up the fuse for the 12 volt adapters. If they look ok, make sure you have power going through. If not, make sure the red cable is secured tightly in the relay box.
