1998 Volvo S70 Code says the coolant temp. is low

I had cylinder head rebuilt after timing belt broke. I assembled the engine myself. Engine now runs fine, but check engine light stays on and radiator fan always runs after engine is shut off (maybe while engine is running, too, but I can't hear it). I had code read and it says coolant temp. is low. Non-volvo mechanic suggested replacing thermostat. If it is thermostst, would this cause the radiator fan to run after engine is shut off when it never did before repairs? Any suggestions?

I just had the same problem . the thermostat was stuck open . replaced it and codes went away after a little driving .
