1999 Volvo C70 4 cyl Two Wheel Drive Automatic

the rev counter goes up and down when driving and stationary also when driving it loses power i then have to take foot off accelorator push pedel back down to resume normal power i had the air in flow and spark plug coils tested and spark plugs changed the rev counter still goes up and down ..it's also a bit hard to start as well they plugged it into computer it says it was other problems ..but it's not what comes up on computer

yes ets light comes on a garage said it could be throttle housing

Yes does sound like you will need to have the electronic throttle module replaced. If you do you will also need software reloaded to the new control unit. You may want to look for a place that can take your throttle and rebuilt it without having to download new software. For call Volvo and just check to see if you have the extended 10/200k mile warranty on throttle. Most likely you will not anymore? Also have them run the vin # to see if campaign 155 has being done already? If not take it in to Volvo. They will do it free of charge. That campaign was for a software upgrade for the throttle module.
