Brakes problem
1989 Volvo 760 Two Wheel Drive Automatic 80000 miles

Brake repair on 1989 Volvo 760. Replaced pads and master cylinder. With motor off have hard brake peda and with motor running pedal has no resistance, goes to floor and will not return. Bled brakes per specs,(no bubbles).
Could this be a defective power booster and can u check
for defect???
