My windshield wipers will not work when my lights are on. I have to turn the lights off before they will work?

My power windows, windshield wipers and headlights are not working. also, when the car is in park and idling it will start to make this awful noise. when you wiggle the shifter it will act as if it stall then crank back over. i know this sounds weird. But it is what it is. lol How might I fix it?
