1991 Volvo 240 rear brake lights

I am having trouble with my rear tail lights. They come on only while the headlights are on. When depressing the pedal they do nothing else but come on. While turning on the headlights they stay on and dont get brighter when pressong the pedal. Also sometimes my rear wiper turns on when pushing the horn. HELP
