1983 Volvo 240 won't idle

1983 Volvo 240 4 cyl Two Wheel Drive Automatic

I have an 83 volvo with a turbo that wont idle.It runs fine full speed,until i slow down under 1000rpm.Then it stalls.Could it be the idle conrol valve? Thanks,Mike.
