2003 Volkswagen TDI both headlight are out, fuses checked,

Both headlights are our, however, my high beams and fog lights work. All fuses checked and look fine. Replaced both bulbs. Parking/Emergency brake is down. Any thoughts??

The low beam lights are operated by a fuse, fuses are very deceiving like women they may look good but they are bad, make sure you use a test light with the headlights on and check if you have power to both sides of the fuse.
