1998 Volkswagen Passat Antitheft door locking system

I turned the valet key twice to unlock all doors & trunk lid using drivers door. On the first turn counter clock wise the driver's door unlocked. On the second turn the other three doors & trunk unlocked. However all four windows came down and the key would not return to the vertical position. It is in the horizontal position and will not rotate to the vertical position for removal.

Using the keyed remote the car starts and windows went back up. However the driver's door will not lock using the remote.
