1996 Volkswagen Passat ignition switch

I need to push the key or put pressure in different directions to get the starter to turn over and the normal set of dash lights to go on. The key turns just fine . there is a buzzing alarm stound that comes on when the key is first turned to the on position . when this is on the glow plug goes thru its nomal cycle but all the dash lights and gauge turn off when you turn the key to the ignition position and the engine does not turn over. Once you move the key pressing up or forward the usual sound come on and the glow plug goes thru its cycle and the car starts. Does this sound like the ignition switch is going out
