VW GOLF P0401 EGR INSUFFICIENT FLOW ERROR

I have a 2000 VW GOLF 1.4 L 16 V Engine Code is AXP. There is 60,000 Miles on the car.

I currently have a fault code P0401 Exhaust Gas Recirculation Insufficient Flow.

The EGR valve is a Pierburg electrically operated valve ( Not Vacuum) . I have replaced the valve with an identical new Valve ( very expensive !!) and cleared the fault code. However the same code occured again 2 days later. Have not physically inspected and cleaned the EGR Pipe yet.

I believe if there was a wiring fault on the EGR valve , then a different fault code would be generated. Does anyone have any suggestions please ?? This fault code is very annoying
