VW 1.9 diesel damper falling off

1994 VW GOLF 1.9 Turbo, timiing belt drive gear and damper came off when the mounting bolt broke. Drilled out the broken bolt and the crank keyway appears ok. Is there any updates to prevent this from happening again? Also the cam gear is not keyed to the cam shaft, what marks do you use to time the cam to the crank?

A common VW diesel problem Let a good mechanic handle that one. If the cam gear is off, you will wipe out the valve train as it is a close tollerance engine.
