1999 Other Volkswagen Models IAC Valve

I have problems whe I start the car, sometimes I need to wait for it to warm up, and the revolutions are very low, actually when I put 1st gear and start the car, I need to put in the clutch to prevent it from turning off, after a while like 5 min, when it warms itself up, I have no other problems, except the gas spending increase.

I hope someone can help.
