1992 Other Volkswagen Models 4 cyl Automatic 98000 miles

My 1992 cabriolet shifter button will not go down. I checked the fuse which was blwn and replaced it. It worked for a while until it blew again. This time when i replaced the fuse it blew right away and the car was not even on.
