2003 Volkswagen Jetta why is my brake pedal spongy

If the first stroke is low and subsequent stroke becomes higher, the brake linings might be too far, you need to check adjustment.

If it sinks when depressing pedal, the master cylinder is faulty and needs to be repaired or replaced.

Check fluid level first.
