2001 Volkswagen Jetta Fans not coming on or not staying on

I had a engine replaced because my coolant was mixing with the oil and my coolant constantly had to be replaced as my temperature light would come on when I first started the car.
Even with the new engine I am losing coolant but the car doesn't over heat. the mechanic can't figure out what is wrong and basically doesn't want to work on the car anymore. He asked if stop leak had ever been out in and not be me .
The fans appear to not be coming on and if they do they are not running long enough to cool the engine while I'm driving.

If the engine overheating while you are driving (moving at speed, not at idle), then your fans have little to do with the overheating. Overheating at speed means that your cooling system is not able to keep constant pressure. Something is leaking.

I need you to check on these. With engine at operating temperature, open the hood.

See if you can locate any coolant leak.
Can you see any any moisture on the engine, radiator, anywhere.
Look at your coolant reservoir bottle. Do you have enough coolant?
Is the coolant boiling in the bottle?
While keeping an eye on the temperature gauge in the instrument panel, can you verify the operation of the radiator fans?
How long do you have to wait before the fans actually come on?
