1999 Volkswagen Jetta value damage with timing chain breaka

i have recdntly came to the owner of a 1999 vw jetta gls vr6 was told that the only problem was the timing chain was broken. several techs tell me that this automatically means the values have been damaged and either i should replace engine or have a overhaul done
